The rising costs of college tuition have made it almost a necessity to apply for a student loan today. Students not only have tuition costs, but the cost of books, meals, gas, cell phones, recreation, etc. The variety of student loans enables students to take care of their varying college expenses. A student loan however, is a loan that must be repaid under specified circumstances.
Each of the following are student loans with differing conditions and time frames for repayment:
A Direct Student Loan is a loan with a schedule of repayment six to nine months after the student has completed school. The Direct Student Loan is distributed through the school the student is attending, which enables the interest rates to be much lower than a Guaranteed Student Loan.
Guaranteed Student Loans, also known as Stafford Loans have a low interest rate. A student can apply for a subsidized or unsubsidized student loan. A subsidized loan means the government pays the interest for you while you are in school. The subsidized student loan is based on the students financial need. An unsubsidized student loan means you will be charged interest while you are attending school. The principal must start being paid after you have finished school. Both types of student loans need to start repayment six months after the student has finished college.
Federal Parent Loans or PLUS loans as they are known is a student loan not contingent on your income, but lenders do consider personal credit history. Parents or guardians who have a dependent child enrolled in college at least part-time are eligible for the PLUS loan. The interest rate is 9% or less.
Virtually any school or program will allow you to utilize the Direct Student loan, Guaranteed Student loan or PLUS loan. It is very important to thoroughly research all available options for funding long-term education. Your future is tied to your funding, which is your student loan.

Previously, the Virginia schools were required to test, under the No Child Left Behind Act, many of its children with disabilities in reading, math and science, regardless of their ability to do so. Unless they were severely disabled, the children had to take state-required tests for their grade level whether or not they had the skills and understanding. Thus, many of these special students failed the tests. Testing grades were third, eighth and 11th on an annual basis.

This caused several problems that were frustrating for both the Virginia schools educators and the children:

Their test scores were pulling down the school state rankings. Virginia schools are required to meet annual student achievement goals based upon these test scores. If they do not meet the goals, Virginia schools experience many possible sanctions, such as losing students to better scoring schools, reorganizing or closing.

It made the students feel like failures, since they do not have the capacity to participate fully in the testing process at their grade level.

Virginia schools educators had no accurate indicator as to how well these students were progressing or failing. Since the testing was created for the non-disabled child at grade level, there was no accurate benchmark or test to show how these disabled children were progressing and what might be needed to do a better job for them.

In April 2007, the U.S. Education Department modified its rules governing the testing of special education children. For those Virginia schools students who are not apt to reach grade level achievement within the same timeframe as their peers without disabilities, they will be able to take a modified test.

Special tests will be written for individual students on their grade level content but at their level of understanding and ability. Otherwise, a Virginia schools fifth grade, disabled child with a third grade understanding will take a test at a third grade level of comprehension on the fifth grade content. To ensure the new regulations are not abused, schools can test up to an additional two percent of students, who meet the eligibility requirements, under the modified testing rules.

The federal government will give states more than $21 million to cover the cost of creating the new tests and guidelines for their use. The new tests are slated to be put into service by the 2008-2009 school year.

With the new changes, state rankings of the Virginia schools will more accurately reflect the true achievements (or lack thereof) of each school. Additionally, Virginia schools teachers will be able to use the test scores to target problem areas for each of these children. The students can more fully participate in the testing process, showing teachers and parents what they have learned and how they are progressing.

The new modifications for Virginia schools testing are a welcomed change by students, educators and parents alike, making the Virginia schools testing a more useful tool not just a hit or miss measurement.

Nine Effective Techniques for an Effective Manager
Is that easy to be a Manager who is effective and good? The answer to this question, at least to a certain extend, would be a BIG NO. In spite of this being a reality, everybody thinks that they are a good manager. In the recent survey conducted by Mr Gallup Poll, at least 25 percent of U.S. employees, if given a chance, would fire at their bosses. That means at least one in four is a failure. The following are the Nine Effective Management Techniques that would help anyone aspiring to be a good manager.
1. Open Communication To make the employees work hard and be committed to business, managers have to keep them in the loop. Open communication helps foster loyalty and gives employees a sense of pride. It helps them understand how their work contributes to the company s success. Managers need to convene recurrent meetings to inform the employees about new business developments and answer the questions raised.
2. Delegation of Work and Responsibilities The work load has to be delegated and the responsibilities are to be shared with the hired employees. Managers need to delegate projects according to people s strengths and weaknesses, and let employees develop their own good work habits and leadership skills. Control freaks struggle with this initially. Before managers take on a project, they need to try to get in the habit of asking themself if one of the employees can handle it instead.
3. Setting Goals and Dead Lines Setting of achievable goals and deadlines helps keep employees focused, busy and motivates them to do their work. Managers are to set reasonable and achievable goals so as to keep their spirit high in achieving them. They are to talk to the employees about the company s goals, and work with them to set individual goals directly linked to the business s mission. Managers are to make sure all the employees understand their professional growth path in the company.
4. Recognizing Problems Managers need to be sensitive and at a close watch of personality conflicts, lagging productivity or other problems in the office. They need to stay tuned to employees so as to be proactive and resolve situations before they escalate. If a change in an employee s work habits or attitude is noticed, mangers should try to get to the root of the problem before it starts affecting the rest of the staff.
5. Rewarding Employees Everybody appreciates raises and bonuses, but monetary rewards are not the only way to thank employees for a job well done. In fact the easiest way to recognize a worker s contribution by simply saying “thank you” is often the most overlooked. Rewarding the employees, whether it is done with words, money, an employee-of-the-month programme or other incentives, is highly important because this makes the employees know that their efforts and contributions are valued at the company.
6. Being a Mentor One of the greatest gifts that managers can give to their employees is sharing the knowledge and experience. Showing the employees firsthand how to close a deal or forecast sales is far more effective than just talking to them about it.
7. Giving Reviews. Employees need feedback on their performance to improve their skills and grow professionally. Managers have to set up a formal review program and give performance appraisals once or twice a year. If the manager sets goals and gives performance reviews in the same meeting, one needs to spend equal time addressing the past performance and the future goals.
8. Being Sympathetic Family emergencies, illnesses and other unplanned events always arise. This requires managers to be sympathetic and to show employees some compassion by being flexible with work hours and time off so they can tend to important matters. Employees always appreciate a sympathetic boss, and as long as the business does not suffer, managers should make every effort to accommodate workers who have special needs.
9. Be a Manager During busy times when work s piling up, one should not forget to be a manager. Employees depend on the strength and guidance of the managers especially when they re stressed out or faced with new projects that require mangers time and input. When such a situation arises managers are to give the employees the undivided attention when they want to talk. If this can not be done in the office, manager can take them out to a neighborhood caf and chat over a cup of coffee.
Serious and sincere adherence to these nine techniques would surely make a person a Good and Effective Manager.
Edwin Anthony Amalanathan K. Centre Head & Soft Skill Trainer, The ICFAI National College, Tiruppur.
